Proportion Of Individuals Who Own A Mobile Telephone, By Sex

Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) | Mobile phone networks have spread rapidly over the last decade and the number of mobile-cellular subscriptions is quasi equal to the number of the people living on earth. However, not every person uses, or owns a mobile-cellular telephone. Mobile phone ownership, in particular, is important to track gender equality since the mobile phone is a personal device that, if owned and not just shared, provides women with a degree of independence and autonomy, including for professional purposes. A number of studies have highlighted the link between mobile phone ownership and empowerment, and productivity growth. Existing data on the proportion of women owning a mobile phone suggest that less women than men own a mobile phone. This indicator highlights the importance of mobile phone ownership to track and to improve gender equality, and monitoring will help design targeted policies to overcome the gender divide. |

Definition | Share of the individuals using a mobile phone (either smartphone or mobile phone without operating system) in a given socio-demographic group. It does not matter if the phone was private or employer’s. The Czech statistical Office does not measure ownership of a mobile phone, rather its usage. |

Comment | Data for indicator 5.b.1 are not available according to the relevant UN methodology. Therefore, a proxy indicator was designed, which can be used as a substitute for reporting indicator 5.b.1. Data for 2018 and later are not fully comparable with data for previous years. Until 2017 people were asked if they had used a mobile phone at least once in the 3 months prior to questionning. Since 2018 the people have been asked just about using – it is expected that they use a mobile phone regularly. Results for the Czech Republic show that there is not any more difference between genders. Also the indicator is already saturated. In such case it is more important to collect data about types of phones which are used and and mainly about activities which are performed on these phones. |
