Aichi Biodiversity Target 9 states “By 2020, invasive alien species and pathways are identified and prioritized, priority species are controlled or eradicated, and measures are in place to manage pathways to prevent their introduction and establishment”. Under sub-indicator (1) (a), Effective national policy and legislation underpins effective national strategies and action for preventing and controlling invasive alien species. Measurement of sub-indicator (1) (a) was first undertaken in 2010. Sub-indicator (1) indicators have now also been added to include (b) national commitment (mandate and legal authority) to key invasive alien species related themes, specifically if targets and objectives within national strategies for preventing and controlling invasive alien species are aligned with Aichi Target 9. The indicator now also addresses (2) resourcing by national governments for the prevention and control of invasive alien species, as identified by the Sustainable Development Goals indicator 15.8.1. Adequate resourcing is vital to ensure implementation and effective delivery of targets set. |

Although extensive funds are devoted to the control of invasive non-native species (although in some cases they are not specifically spent on invasive non-native species of plants and animals), the existing Czech legislation until 2022 did not clearly address the issue of invasive non-native species.
Until 2022, specifically invasive species of plants and animals were not clearly included in any valid legislation of the Czech Republic. In connection with the adoption of Regulation (EU) No 1143/2014 of the European Parliament and of the Council on the prevention and control of the introduction or introduction and spread of invasive alien species and Council Regulation (EC) No 708/2007 concerning use of alien and locally absent species in aquaculture since 2016, a proposal amending some Czech laws has been prepared and discussed. The proposal was adopted by Act No. 364/2021 Coll. (more here: https://www.zakonyprolidi.cz/cs/2021-364), effective from 2022. At the same time, the issue of non-native species is included in national strategies (objectives and measures of the State Environmental Policy 2012–20 (objective 3.2.3), now already for the new period 2021–2030 (https://www.zakonyprolidi.cz/cs/2021-364), State Nature and Landscape Protection Program (measure D8), Strategy protection of biological diversity of the Czech Republic 2016–2025 (objective 2. 3.) or the National Action Plan for Adaptation to Climate Change in the Conditions of the Czech Republic (objective 19)). |
