Metadata
Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) | Trends in reporting rates of violent crime can be used to monitor public trust and confidence in competent authorities on the basis of actual behaviours and not perceptions. However, affacted population cannot be derived from the Police statistics. This indicator should be based on data collected through sample surveys. Repeated sample surveys of this kind have not been carried out in the Czech Republic and only a proxy indicator is used which is conncted to the reported criminal acts/deeds. The number of victims will always be higher than the number of reported criminal acts/deeds and the proportion of the population exposed to violence will be higher, than data seem to be indicate. |
Target value of the indicator and its evaluation | |
Definition | The value of the proxy indicator is reported from the statistics of the Police of the Czech Republic and does not include data from other possible sources (e.g. Prison Service, Military Police, GIBS). The police of the Czech Republic did not and does not register victims of crimes (in the sense of the Act on Victims, where a victim is anyone who has been harmed). The crime statistics also do not record those who report criminal activity, they only record the objects of the attack, which is the state-protected interest against which the criminal attack is directly conducted. The object of an attack can be, among other things, persons, they are registered only for selected types of criminal activity (usually violent and morally criminal activity), the object of the attack and the whistleblower or the victim cannot be confused. All registered acts, whose object of attack is a person, and which were committed on the territory of the Czech Republic, are reported. Acts that directly lead to death (e.g. murder, manslaughter) are not included, as they are part of another indicator. According to crime statistics, a registered act is a crime that is committed on the territory of the Czech Republic and is initiated within the meaning of § 158/3 of the Criminal Code in the given period (the date of the crime does not matter). Since no specific characteristics of the object of the attack are considered, unidentified persons are also included here. Crime statistics do not distinguish between physical, sexual and psychological violence/assault, therefore this indicator has been summarized in one number, in which crimes are included: actual bodily harm (TSK 151 § 145-146a), dangerous threats (TSK 173 § 353), dangerous persecution (TSK 174 § 354), extortion (TSK 181 § 175), restriction and deprivation of freedom (TSK 182 § 170,171), abuse of a person living in a common household (TSK 186 § 199), oppression (TSK 188 § 177), rape (TSK 201 § 185), sexual coercion (TSK 202 § 186), sexual abuse in dependence (TSK 211 § 187/2), other forms of sexual abuse (TSK 212 § 187/1, 3, 4), commercial form of sexual abuse in dependence (TSK 213 § 187/2), commercial form of other sexual abuse (TSK 214 § 187/1, 3, 4), actual bodily harm by human illness (TSK 252 § 145, 146, 152), procuration (TSK 271 § 189), human trafficking (TSK 281 § 168), other moral offenses (TSK 290 § 190, 192 - 194), prostitution endangering the moral development of children (TSK 291 § 190), child pornography and abuse of a child for it (TSK 292 § 192, 193), participation in a pornographic performance (TSK 293 § 193a), making unlawful contact with a child (TSK 294 § 193b), double marriage (TSK 295 § 194), enticement to sexual intercourse (TSK 296, 297 § 202/1,2,3). |

Comment | Data for indicator 16.3.1 are not available according to the relevant UN methodology. Therefore, a proxy indicator was designed, which can be used as a substitute for reporting indicator 16.3.1. The value of the proxy indicator is reported for the previous statistical year, ie. from 1.1. to 31.12. Due to the reconstruction of the crime statistics of the Police of the Czech Republic, data for the years 2016–2018 are not given. For the same reason, older data are also not shown, as it is not possible to reproduce the data before the given reconstruction according to the methodology after 2018. |
